Technical Dialogue the Danish HEMS Service
The contracting authorities are expecting to carry out a procurement process with negotiation for the purpose of contracting with a supplier of four helicopters (and an additional back-up helicopter), pilots and HEMS crew members for the operation of helicopter emergency medical services in Denmark. Prior to the procurement, the contracting authorities wish through dialogue with the market to gain further insight into the market’s perspective on some of the expected requirements to be set by the contracting authorities.
The national Danish HEMS service was established by the five regions of Denmark and provides nationwide coverage using four helicopters (and an additional back-up helicopter). The helicopters are staffed with a pilot, a HEMS Crew Member (HCM) and a doctor. The contracting authorities will provide the doctors. The service is primarily dispatched to patients with acute life-threatening illnesses or traumatic injury but is also used for inter-hospital patient transfers in minor scale. The HEMS service is a 24/7 single pilot operation with a HEMS Crew Member.
The contracting authorities have recently cancelled a procurement process on this matter and expect to publish new tender material late April 2022. Please note, the deadline for application for prequalification is expected to be on 31 May 2022 and the deadline for submission of initial tenders is expected to be on 19 August 2022. The contracting authorities expect the procurement process to be conducted as a negotiated procedure with signing of contract late 2022.
Suppliers in the market who are interested in participating in the dialogue may submit a request for participation in further dialogue via e-mail alh@rm.dk. Requests to participate in the technical dialogue should be submitted not later than 17 March 2022 as the contracting authorities shortly thereafter expect to sent out the dialogue material to the interested suppliers.
The technical dialogue will consist of a written hearing. The written answers may be followed by a few questions over the telephone or by a subsequent written material if the contracting authorities find it necessary. However, the suppliers cannot expect answers to any questions during the technical dialogue.
Please note, participation in the technical dialogue will have no bearing on that supplier’s subsequent possibility to be selected as a candidate to submit tender for the task. The selection of candidates invited to submit tender is thus completely independent of the technical dialogue.
The contracting authorities reserve the right to use any information received from the suppliers in the dialogue in the subsequent procurement, unless the supplier has indicated that the information is provided in confidence, constitutes a trade secret or is subject to exclusive rights.
The contracting authorities will pay no remuneration for participating in the dialogue.
